The Rajya Sabha, on Wednesday, witnessed heated arguments and drama during the debate for the 124th Constitutional Amendment Bill to enable 10 per cent reservation for the “economically weaker section” from the general category in education and employment. During the debate, RJD MP Manoj Kumar Jha protesting against the bill while producing a rattler (a noise-making toy given to babies).

Comparing the bill with the rattler, Jha said, “The rattler shakes and makes sound but the government is presenting a rattler in the name of reservation which can only shake but make no sound … This is a midnight robbery. We oppose this bill. This bill has been passed on the other backward classes and the scheduled castes. The government is tampered with the constitution.”

He further said, “There is no caste of the poor, but the truth is that there is poverty in all the castes. If you do surveys, you will find that most of the poor belong to the OBC, SC and Muslims.”

Jha also alleged that the Narendra Modi-led government was anti-dalit.
